Minutes of the meeting of the Coychurch Lower Community Council, held at the Council Meeting Room on Tuesday the 9th March 2010 at 7.15 pm.Present. Chairman Cllr. John Brice-Richards, Vice-Chairman Cllr. K. Smith, Cllr. Mrs D. Morgan, Cllr. Dr. E. Vaughan, Cllr. R. Powner, Cllr. Miss J. Brace, and the Clerk P. Smith. Borough Councillor Peter Evans was in attendance (part meeting).375. APOLOGIES FOR ABSENCE.Apologises for absence were received from Cllr. Miss. C. Carrington and the Deputy Clerk C. Mogg. 376 MINUTES.The Minutes of the meeting held on the Tuesday 9th February 2010 copies having previously been circulated were approved and signed by the Chairman.377 CLERKS REPORT. 1)Reference Dog Fouling. Copies of a leaflet were delivered to each house in Coychurch identifying the current concerns and notifying of penalties for offenders. Thank you to PCSO Dillon, Brian Sewell and Doug Page for helping with the delivery of the leaflets.2)Clerk contacted BCBC and ordered three grit containers from them. Cost is £170 each. BCBC will provide one free of charge. The Council to buy the other two bins cost £340. Clerk to arrange a meeting with BCBC to advise them of the location of the grit bins. This will enable the Council to store a limited amount of grit for Community use. 3)Clerk contacted Howard Butler of BCBC to get them to replace the two damaged wooden frame litter bins by the old Post Office and by the Bus Shelter by the Church. Due to financial constraints BCBC cannot replace the bins until the new financial year. Clerk to follow up.4)Letter received from BCBC notifying the Council that the next meeting of the Town and Community Council will be held on Tuesday 30th March 2010 at 4.00pm at the Civic Offices Angel Street Bridgend.5)The Clerk wrote to Mr. Leigh Tuck of BCBC footpaths department requesting more information and any available publicity leaflets for the Bridgend Walking Festival starting 6th October 2010. No response from Mr. Tuck as at the time of the Council meeting.6)Reference untidy land at 54, Glenwood Close. The Clerk received a copy of a letter written to BCBC by Ms P. Evans of 57, Glenwood Close complaining about the delay in taking action against No.54 Clerk wrote to Ms Evans advising her that the Clerk had contacted Ruth Davies of BCBC?s Planning Department to remind her that the three month period for clearing the land had expired. Clerk to follow up with BCBC.7)Letter received from WAG reference a ?Review of Councillors? Allowances?. A questionnaire is included and should be returned by 11th June 2010.8)Letter from Sue Hurry Head Teacher of Coychurch (Llangrallo) Primary school inviting members to attend a meeting at the school on Wednesday 3rd March at 4.30pm to look at the possibility of developing a school travel plan. 9)Letter from Sue Hurry Head Teacher of Coychurch (Llangrallo) Primary school inviting the Chairman Cllr. John Brice-Richards to be a guest and judge the school Eisteddfod to be held on Monday 1st March. The Chairman and Cllr K. Smith attended the school Eisteddfod and had a thoroughly enjoyable time. It was agreed that the Council would provide a trophy for future winners of the school Eisteddfod. Clerk to write to advise Mrs Hurry accordingly and congratulate her and the school for an excellent morning?s entertainment. 10)Clerk wrote to BCBC?s Registration Officer requesting a copy of the map and register for Morfa (Llangrallo Common. The map and register are now available with the Clerk. 11)The Clerk and PCSO Lauren Dillon visited Mrs Val Matthews 35, Meadow close to discuss with her and her neighbours parking problems causing obstruction in that end of Meadow Close. It was agreed PCSO Dillon would drop in a leaflet to each house asking residents to park with consideration and where possible to park on the driveway not in the road. 12)The Clerk contacted Sue Hurry Head Teacher of Coychurch (Llangrallo) Primary school reference the Council?s annual sponsorship of the Easter Card Competition at the school. This will be held on Friday 26th March 2010 at 10.00am. Clerk to action and purchase Easter eggs.13) Letter from BCBC?s Electoral Services department that the William Memorial Hall will be required for the Parliamentary Election to be held in 2010. Thursday 6th May the likely date but to be confirmed later. Clerk to advise Trustees of the Hall.14)Letter received from BCBC?s Development Control Committee reference Wales Audit Office comments on evidence needed when refusing a planning application.15) Letter received from One Voice Wales?s reference the renewal of the Council?s annual subscription. Cost £140.It was agreed that the subscription should be renewed.16)Letter received from WAG titled ?Update on Town & Community Councils?. Copy to all.17)Email received from Mr. Brian Sewell notifying the Council that several glass bottles had been taken and broken from glass collection boxes in Manor Drive and Brynffrwd Close. Clerk notified PCSO Dillon. No reports from residents affected.18)One Voice Wales 2009/2010 training programme finishes on the 31st March 2010. A new programme for 2010/2011 should be out shortly. 19)Letter received from One Voice Wales advising that WAG is currently conducting a comprehensive review of the planning application system in Wales. The report will be available at GVA Grimley?s website from the 8th March. Consultation period ends 8th April. Details at www.gvagrimley.co.uk/wagplanningconsultation.20)The Clerk advised that he had just obtained a copy of BCBC?s ?Community Access Scheme? document giving guidelines relevant to earlier discussions concerning a school travel plan. It was decided that the Clerk should distribute a copy to each member and that the matter will be discussed at the next Council meeting. The Clerk was also instructed to contact BCBC to confirm that sufficient funding is available for such a scheme. 378. POLICE MATTERS. PCSO Lauren Dillon sent her apologises. PCSO Dillon forwarded the police report for February 2010 to the Clerk. This includes both incidents and crimes. The report will be separately displayed on notices boards. PC Dillon can be contacted on her mobile 07805301485379. PLANNING MATTERS.The Planning Sub Committee met on Monday 8th March 2010. Minutes of the Planning Committee Meeting were circulated to all Council members. The Minutes will be separately posted on the Notice Board and Website.380. MATTERS CONCERNING THE BOROUGH Cllr. Peter Evans notified the Council that he had spoken again to BCBC?s planning/environmental department?s reference 54, Glenwood Close and had been advised that it was now in the hands of BCBC?s legal department which would be taking action to get the land cleared. 381. PAYMENT OF ACCOUNTS.Payment of cheques totalling, £170 were approved and signed numbered 1197/1198.382. ANY OTHER BUSINESS.Cllr. Mrs. D. Morgan expressed concerns that the house under construction at Dimlands was not adhering to the original plans. Clerk to contact BCBC?s planning department.Cllr. Mrs. D. Morgan advised that Earth Watch hour is scheduled to be held between 8pm-9pm on 27th March 2010. No electricity or power is to be used during this hour..Cllr. Mrs. D. Morgan advised that she still has the small medal she purchased for Coychurch (Llangrallo) school council. 383 MATTERS BROUGHT FORWARD BY THE PUBLICThere were no members of the public present.
